The recipient must be on a project's current committer/maintainer list in an open source community of strategic interest to IBM. An IBM-strategic open source project is identified as a code project of critical importance to IBM, with activity directly aligned to IBM strategic business objectives.

Be a recognized and active committer on an IBM-strategic open source project. The recipient must have commit authority to the project code. One typically earns commit authority to an open source project via months/years of active engagement and code contributions to the open source project. Committer status is granted by peers in the community in which the open source code resides (external to IBM) .
