The recipient must be on a current committer/maintainer list of an open source project, having commit authority to the project code. Committer status is granted by peers in the community in which the source code project resides (external to IBM). Committers are responsible for approving the integration of changes into the central project, including code, documentation and test cases.

Be a recognized and active committer on an open source project. Commit authority to an open source project is typically earned via months/years of active engagement and code contributions.
