The methods of assessment include performance rubrics (checklists) with a minimum passing score of 100 percent.

The methods of instruction include audiovisual materials, case studies, discussion, computer-based training, practical exercises, lecture, and classroom exercises. The general course topics include review of the functions of command; instruction and simulations for the five major building types; managing firefighter mayday operations; and overview of the Blue Card system - LMS, RMS, managing ongoing continuing education and recertification.
