Earning Criteria

• Earners have demonstrated awareness of the importance of policy delivery, particularly its implications for citizen engagement; trust in public institutions; and for democratic processes and values
• Earners have described different perspectives on performance and policy success and explained some of the factors that account for the different interests and emphasis of key actors
• Earners have identified and described various approaches to evaluation and performance measurement and assessment; critically assessed their utility in promoting policy and learning and supporting improved performance
• Earners have speculated, in an informed way, about the role of government into the future given the dynamism, complexity and uncertainty of contemporary politics
• Earners have designed, planned and conducted a policy or program evaluation and critically reflect on the methodology, key findings and their implications for future policy and practice
