Earners of the Certified Work Zone Flagger badge have received training required for novice construction work zone flaggers. Based on the Federal Highway Administration's MUTCD guidelines and the American National Standards Institute requirements, this certification is administrated by National Safety Council instructors. The Office of Highway Safety, the Federal Highway Administration, and Georgia/South Carolina Departments of Transportation have approved this program.

Standards
The Manual on Uniform Traffic Control Devices for Streets and Highways, or MUTCD defines the standards used by road managers nationwide to install and maintain traffic control devices on all public streets, highways, bikeways, and private roads open to public travel.
The ANSI/ISEA 107 standard is the national standard for high visibility safety apparel (HVSA) and accessories.
