The methods of assessment include pre-course assignments, graded activities, and group activities with a minimum passing score of 80 percent.

The methods of instruction include audio visual materials, case studies, practical exercises, learner presentations, lectures, discussions, classroom exercise, and computer-based training. The general course topics include fundamentals, planning, presentation, data analysis, program analysis, budget management, and alternative funding.
