The course objective is to develop the managerial, administrative and leadership skills necessary for the first-time executive chief officer and chief officers who desire a leadership position in their agency. This course addresses critical knowledge and skills pertaining to the responsibilities of an executive chief officer. Prerequisites: ICS-100 prerequisite; ICS-200 prerequisite; Q0462 preferred; Q0463 preferred.

The methods of assessment include presentations and written papers with a minimum passing score of 70 percent.

The methods of instruction include audio visual materials, practical exercises, learner presentations, lecture, discussion, and classroom exercise. The general course topics include. leadership and management; politics and the role of an executive chief officer; planning; liability and risk management; financial management and capital asset planning; human resources management; and collaboration, cooperation and community engagement.
