Certified Public Manager®
The Certified Public Manager® designation is awarded to public sector middle and senior managers who have completed 300 hours of study in public sector management through a CPM program accredited by the National Certified Public Manager® Consortium. The Maryland Certified Public Manager® credential is awarded by the Schaefer Center for Public Policy at the University of Baltimore College of Public Affairs. The program is open to managers in federal, state, local, and nonprofit organizations.

Earning Criteria

Capstone Project: Participants must complete a capstone project for their organization that focuses on revenue generation, cost reduction, service improvement, or program or policy development. They must receive a minimum score of 70% to pass.

Capstone Paper: Participants must write a paper that discusses the development and implementation of their capstone project. The paper includes the problem definition, literature review, stakeholder analysis, logic model, assessment of possible solutions, implementation plan, and an evaluation plan. They must receive a minimum score of 70% to pass.

Executive Briefing; Participants deliver a 5 minute executive briefing on their capstone project. They must receive a minimum score of 70% to pass.
